Portugal: adjustments to the financial aid package for processing tomatoes

Given the principle of flexibility between CAP pillars, which is part of the (EU) 2020/2220 regulation of the European Parliament and of the Council meeting held on 23 December 2020, Portugal has decided to reinforce direct payments, by transferring an amount of EUR 85 million from the funds allocated by the European Agricultural Fund for Rural Development (EAFRD).
In the context of current support schemes, the Portuguese government has decided that the specific payment would amount to EUR 233 per hectare for rice and to EUR 288 per hectare for processing tomatoes, according to a decree published on 4 February. The aid granted to Portuguese tomato growers had previously been fixed at EUR 240 per hectare, but will now increase within the limits of the financial package dedicated to this sector, amounting to slightly more than EUR 4 million, currently evaluated on the basis of a total indicative surface of 13,896 hectares. According to local professional sources, surfaces planted with tomatoes this year (2021) could be slightly above that level (at approximately 15,000 hectares), so unitary aid is likely to end up at just below the amount determined by the government at EUR 288.
At the time of writing this article, these changes had not yet been greenlighted by the European Commission.
